Set-up of Block Program Management Unit (BPMSU) is an ideal mix of regular and contractual staff to administer the implementation and accounting matters of health program. Headed by Taluka Health Officer from regular service, the unit consists of Block Nursing Officer and Multi-purpose Health Worker from the regular service and is complemented by an accountant and data entry operator on contract service. The block level ASHA facilitator also reports to THO. Though, it is the smallest administrative unit under NRHM, being the most crucial unit in ensuring the implementation of program, Maharashtra has set-up BPMUs in all Taluka in the state.

Salary of regular staff is met from state government grants. The BPMSU is situated in Panchayat Samitee or RH of the block HQ. Budget is required for travel to THO, salary and other expenses of contractual staff and office expenses.
There are 40-100 PHCs in each district. Therefore it is very difficult to supervise all the PHCs from district level. Therefore, block level health offices have been established in the state as per NRHM guidelines and called as Block Project Management Units (BPMU).
Block health offices have been established in all the 353 blocks of the state. State Government has appointed Taluka Health Officer (THO), Health Assistant and MPW to these units. These units are responsible for implementation and supervision of Health Activities in the block. Majority of these units are functioning in hospital buildings. This is causing shortage of space to both hospitals and also the BPMU. In case of savings of districts, new construction of additional BPMU will be undertaken as per need of the blocks.
